On May 18, 2005, we sent the following letter (pdf) and brief legal analysis (pdf) of Richard Glen Boire to Louisiana Representative Michael Strain, concerning his bill (HB 20) to outlaw Salvia divinorum and a host of other plants with long-standing religious and medicinal use. We also sent our letter and legal analysis to all 18 members of the Louisiana House Judiciary Committee, which is currently considering the bill.

On January 23, 2005, we sent the following letter (18kb pdf) to Missouri Representative Rachel Bringer, after she introduced a bill in Missouri seeking to place Salvia divinorum in Schedule I. She has followed her first bill with HB 633, which now adds 11 other compounds for scheduling, in addition to Salvia divinorum and its active principle Salvinorin A.

In 2002, the US Congress considered placing Salvia divinorum into Schedule I of the federal Controlled Substances Act. (See CCLE archive on HR 5607). CCLE sent key members of the US Congress our report on Salvia divinorum and its active principle, along with letters from an array of scientists who expressed concern that scheduling salvia divinorum would negatively impact important research on the plant. HR 5607 failed to pass before Congress adjourned at the end of 2002.

In 2003, two bills introduced in Oregon also failed to pass. The CCLE sent our Salvia divinorum report to all members of the Oregon Judiciary Committee. Both bill's died in that committee upon adjournment.

The CCLE's report provides accurate, balanced information about the plant, and concludes that Salvia divinorum is not an appropriate candidate for scheduling. The report was made possible by donations to the CCLE's Salvia Divinorum Defense Fund.

If you are stuck on round flowers in the garden, it's time to incorporate some spiky textures courtesy of the wonderful selections of Salvia farinacea. Not only will you add excitement with the spiky look, but you also will be inviting a host of bees and butterflies.

The Salvia farinacea, known as mealy cup sage, doesn't sound too enticing from its common name but the rich blue and violet spikes of flowers will cause everyone to cast an approving eye at your landscape.

`Victoria,' a deep blue, is an award-winner, and always has been one of my favorite varieties, but there are certainly some other selections worthy of a prime spot in the landscape.

One of the firsts that everyone should try is `Strata,' an All-America Selections winner with gray and blue as its dominant colors. In fact, if you happen to be a Dallas Cowboys fan, this would be the flower for you.

In Zones 7 to 10, `Strata' is every bit the perennial that `Victoria' is and with its frosty gray and blue-violet, it combines well with a host of other colors from oranges and yellows to pink and whites. (Treat it as an annual in the Chicago area.)

My other favorite selection of Salvia farinacea is called `Rhea.' This is a darker blue-violet than `Victoria' and is incredibly showy in combination with yellow or orange flowers.

Whichever you choose, select a site in full sun for best flower performance. Fortunately, this salvia is tolerant of wide variations of soil pH. From this standpoint, anyone can grow it. However, like all salvias, they prefer good drainage. For this reason I suggest raised beds loosened with organic matter. Space the plants 12 inches apart and use enough to make a good show. They grow to about to about 12 to 24 inches as an annual.

The mealy cup sage is native to Texas and Mexico and is fairly drought tolerant. Do pay attention during prolonged dry spells, watering deeply but infrequently. Start feeding with light applications of slow-release fertilizer about every six to eight weeks with the emergence of spring growth. Keep the flowers deadheaded to increase flower production.

No matter what selection you try, the mealy cup sage looks like the poster plant for the cottage garden. Combine them with white picket fences, antique roses and old-fashioned perennials such as the Shasta daisy, rudbeckia or purple coneflower. On the other hand, I have seen them in Georgia used boldly with Bengal Tiger canna and `Profusion Orange' zinnia for an almost tropical look.

Diviner's sage
This cultivated Mexican mint species has a long history of use by the Mazatecs.
Most users agree Salvia divinorum is quite unique, and some find its effects unsettling. Its active principle, salvinorin A, is structurally unique among psychoactive drugs, and receptor binding studies have revealed nothing, which could indicate a previously unknown pathway in the brain.
The plant is native to Mexico. It is known only in cultivation, and it rarely produces seed, suggesting a chance unstable hybrid, although the genetics have not yet been investigated. Salvia divinorum is traditionally used for, among other things, divination-- hence its scientific name.

Habitat
Native to the Sierra Mazateca, Mexico. The tiny number of clones in circulation have adapted well to cultivation by enthusiasts in cooler, drier climates throughout the world.
Dosage:
Smoked
The dosage required to obtain first effects from salvia varies widely. Some people report strong effects the first time they smoke the dried leaf in a pipe, others report no effects after smoking large quantities of concentrated extract.
A common method is to smoke the dried leaf through a bong or waterpipe -- several bowls as quickly as possible. If this doesn't work, or the thought of it insults your lungs, standardized 5x (or stronger) extract can be used. Once a breakthrough is achieved, subsequent use may require less material.
Smoked salvia trips can be extremely intense -- comparable to DMT -- and it is wise to have a sober sitter present. This is not a "recreational" substance.
Sublingual/Chewed
10-20 large leaves, or an equivalent quantity of extract.
Either fresh or dried leaves may be used. Dried leaves are reportedly less bitter; they must be rehydrated by soaking in water.
A quid is rolled and held in the mouth for about half an hour. The effects manifest much more gradually and last longer, about half an hour.
There are also other preparations, such as ethanol-based extracts or honey slurry.
